dress code violation

This morning while driving, I saw a man and woman running together down the sidewalk, both dressed in business attire. The woman wore slacks and a blouse, while the man had dark pants and a button-down collared shirt. There were moving pretty fast too.

This was the same stretch of road where I passed a couple of people running in business suits a few weeks back. I wonder if some local company has a policy of making their employees do laps around the block in order to make up for failures at work.
